On February 26, 2024 ACP filed comments expressing concern over the proposed near-term time-matching requirement that will prevent green hydrogen production from scaling up.

  • A new analysis from Wood Mackenzie—submitted alongside these comments—along with many other studies, support ACP’s position that Treasury’s current time-matching proposal would severely limit the role green hydrogen will play in the economy of tomorrow.

While ACP supports much of the Proposed Rule, we encourage Treasury to consider implementing the recommendations presented herein in the final rule to ensure the green hydrogen industry can scale up to meet its potential.

Implications of 45V Guidance for the Future of the Green Hydrogen Industry https://cleanpower.org/resources/45v-implications-on-green-hydrogen-industry/?utm_source=rss&utm_medium=rss&utm_campaign=45v-implications-on-green-hydrogen-industry Mon, 26 Feb 2024 18:31:34 +0000 https://cleanpower.org/?post_type=resource&p=49846 A study conducted by Wood Mackenzie and commissioned by ACP shows the Administration’s guidelines requiring hourly matching starting in 2028 will limit the ability of the green hydrogen industry to get off the ground.

Green hydrogen, produced using renewable electricity, is critical to decarbonizing the U.S. economy. The Department of Energy estimates low-carbon hydrogen can eliminate 10 percent of economy-wide emissions by 2050. While Treasury’s 45V tax credits are intended to catalyze the still-nascent low-carbon hydrogen industry in the U.S., this study finds the Administration’s proposed guidelines will stifle green hydrogen deployment by making it too expensive.

Wood Mackenzie’s analysis finds that ACP’s framework – reflected in our comments to Treasury –  leads to significantly more green hydrogen deployment by 2032 and puts the industry closer to the pathway required to achieve a net-zero emissions economy. Wood Mackenzie also concluded that the annual matching regime for first movers in ACP’s proposal would not lead to additional emissions. In fact, the Treasury proposal is expected to result in higher hydrogen emissions impacts due to the greater adoption of blue hydrogen that results from the lack of green hydrogen deployment.

Solar PV energy sites are unique in that there are so many tasks to be performed by so few technicians, often without the specializations found in traditional generation facilities. To address these issues, guidelines have been prepared in cooperation among the members of American Clean Power Association (ACP) with collaboration and support from the decades of experience training in the solar industry, Solar Energy International (SEI).

The Entry-Level, Utility-Scale Solar PV O&M Technician Guidelines establish a transparent and valid set of standardized skills for entry level technician roles in operations and maintenance for utility-scale solar PV facilities that are connected directly to the grid. These guidelines can help:

  • Alleviate the continued pressure on costs and resources
  • Reduce bottlenecks in training
  • Provide a stable, competent entry level workforce
  • Reduce recruitment constraints by knowledgeable entry level O&M technicians ready for company qualifications and experience
  • Decrease training duplication
  • Reduce the pressure on recruitment and training.
